Construction is consistently among the highest-risk industries in the UK. Falls from height, struck-by incidents and exclusion zone breaches account for the majority of RIDDOR-reportable events. These incidents do not happen randomly. They are preceded by observable behaviour: someone approaching a zone boundary, working without PPE near a live edge, a subcontractor entering a hot works area without clearance.

Site cameras are typically in place for perimeter security and post-incident review. They are not configured to detect those precursor patterns in real time. When an HSE investigation begins, the question is always why the incident was not prevented. Footage that shows the sequence of events is useful for investigators. It does not help the workers involved.

Lone worker safety adds another layer. Workers in remote site areas, plant rooms or below-ground zones are out of line of sight. Falls, medical episodes and entrapment may not be discovered for hours. Detection that flags a person stationary in a risk zone changes that response time entirely.

Perimeter intrusion is a separate but related problem. Theft from construction sites costs the UK industry over 800 million pounds per year. After-hours intrusion typically goes undetected until a site manager arrives in the morning.
