Unattended items in mall areas represent both a security concern and an operational challenge. Standard CCTV does not automatically identify an item that has been present without its owner for an extended period. Shopping centres fall within Martyn's Law. All venues with 200 or more capacity are within scope of the Terrorism (Protection of Premises) Act 2025. For most regional shopping centres, the enhanced tier (800+) requirement will apply, mandating a documented security plan, proportionate physical controls and a designated responsible person.
