01 / The Challenge for Local Councils
Councils operate some of the largest CCTV networks in the country.
With some of the smallest monitoring teams.
Local authorities across the UK manage extensive CCTV networks covering town centres, parks, car parks, public buildings and transport hubs. These networks represent a significant capital investment in public safety infrastructure. The monitoring capability behind them, typically a shared control room with a small team covering hundreds of cameras across a wide area, has not kept pace with the coverage.
Anti-social behaviour in public spaces follows detectable patterns. Intimidating group behaviour, public aggression, rough sleeping in sheltered areas with associated antisocial activity, and drug-related loitering all have observable signatures that experienced operators recognise. The challenge is not operator skill. It is operator capacity. Detection that monitors continuously and surfaces relevant alerts gives your team the information they need without requiring them to watch every feed.
Public safety incidents in town centres, slips and falls, medical episodes, road traffic incidents near pedestrianised zones, and public disorder, require rapid response. Detection that identifies a person down in a public area, or a crowd forming around an incident, and alerts the relevant team, changes the response time from discovery to intervention.
Councils also face growing obligations under public safety legislation, including the provisions of Martyn's Law where council-managed venues or events exceed 200 capacity. Town centre CCTV networks that are AI-enhanced provide a documented, demonstrable public safety capability that standard recording systems cannot match.
“Monitoring capacity has not kept pace with camera coverage. Detection that works continuously fills that gap.”
02 / Detection Capabilities
What Archangel detects in public spaces
- Anti-social behaviour patterns: intimidating group behaviour, public aggression and disorder precursors
- Crowd formation around incidents: public gathering around a fallen person, fight or road traffic event
- Person down and medical episode indicators in public areas, underpasses and isolated public spaces
- Drug-related loitering patterns in sheltered areas, public toilet approaches and park spaces
- After-hours anomalies in public car parks, parks and council-managed building perimeters
- Town centre flow anomalies during events, market days and high-footfall periods
03 / How It Works
Four steps. No new hardware.
- 01
Connect
We integrate with your existing CCTV infrastructure. No new hardware. No rip and replace. Live in under 48 hours.
- 02
Detect
Archangel monitors your camera feeds continuously, analysing behaviour patterns in real time across every zone.
- 03
Alert
When a relevant pattern is detected, your operators receive a specific alert with context clip and location. Not a motion trigger. An actionable signal.
- 04
Learn
The system calibrates to your environment over time, reducing false positives and improving signal accuracy for your specific site.
Local councils that operate or manage venues, events and public spaces with 200 or more capacity fall within scope of Martyn's Law. The Terrorism (Protection of Premises) Act 2025 received Royal Assent in April 2025 and comes into force in 2027. This applies to council-managed theatres, leisure centres, event spaces and organised public events.
AI-enhanced public space monitoring gives councils a documented detection and alert capability that standard CCTV recording cannot provide. When the Security Industry Authority or a licensing authority reviews your public safety measures, that capability matters.
